[cisco-voip] Semi-OT: CCM AXL Requests

I'm currently trying to connect to my test CCM cluster with SOAP/AXL
requests to pull some data from phones. The connection appears to work
fine, but every user/password combination I've tried (service accounts,
actual users, Directory Manager, etc.) return "401 Unauthorized" errors.
Is there a special (predefined) account I need to set up to execute AXL
requests, or is there a flag somewhere I'm missing for specific users to
be able to authenticate to the server? I do have both CTI flags on for
the users I've tried, if that matters.
