[cisco-voip] Cannot dial an international number

When you do a 'debug isdn q931', you'll see Callmanager sets an
international flag. The carrier to which your gateway is connected may not
like the 'International' setting. When I had this problem, Cisco told me to
use the isdn map command as in such to map everything to national,
national.:
interface Serial0/0:23
no ip address
encapsulation hdlc
isdn switch-type primary-ni
isdn incoming-voice voice
isdn map address ^011 plan national type national
isdn send-alerting
no cdp enable

Hello.
I'm running into a strange problem. We have a user trying to call a cell
number in Germany.
The user dials
9,011,49-171 210 xxxx and after about 10 seconds, get a fast busy.
I dial that number from my cell and I get the German cell phone's voicemail
recording.
If I call a fax machine in Germany, I can get the fax machine.
(9,011,49-8856 60 xxxx)
I opened a ticket with our carrier and the test call from my site to Germany
works on the equipment, so they pointed to the PBX.
The Call Manager has been up and working for 5 year and everything has
worked until this new number. (Well, not EVERYTHING)
I'm not even sure where to troubleshoot this in CM since some Germany
numbers work, but this one does not.
