[cisco-voip] ip phones dont give busy signal

This Feature is Called CallWaiting.
Could you give me more information about your setup.
Possible reasons for this problem is Codec usage.
For Example: Call From PSTN is translated in gateway to G.729 codec for
example, but "Dialed Phone" ( phone attached to CCM ) already have active
call with G.729 codec so call will fail because most Cisco Phones does not
support second call with G.729 codec.
