[cisco-voip] Stable IPCCx version

I don't think such a thing can really be determined for all people and
instances.

For any version you can find a few hundred instances where that version was
a nightmare and a few hundred who will say they have never had a problem.

We ran 3.5(4) and never had a problem and upgraded to 4.0(4) flat and have
also had no problem... In other instances I have seen the same versions be
complete nightmares.
