[cisco-voip] Remove all ring tones but Chirp 1

I know that I can remove all the ring tones but Chirp 1 and Chirp 2
which are on the phone by editing the RingList.XML...is there any way to
only have Chirp 1 on the phone?  If not, is there any way to ensure that
users can only select Chirp 1 without denying access to the settings
button?
