The CCMAdmin is available to any local user that is a member of the  
Local Administrators group.  Is your new admin a domain account or  
local account?

We have the callmanager servers in a separate domain.  I set up the  
users as suggested by sweeper1, but still cannot log in as the new  
admin.  Any other suggestions?  I do not have MLA turned on.

Click User-> Access Rights -> User Groups

Select SuperGroupUser from the list on the left

Click Add a User to Group

search for the user

select the checkbox next to him/her

click add selected
