[cisco-voip] Error when opening lines - CM 4.1(3) SR3c

Just upgraded from 4.0(2)a to 4.1(3)SR3c.  When trying to open line configuration pages on the publisher I get:
 

The following error occurred while attempting to retrieve and display the requested information:

Automation server can't create object (-2146827859)

This doesn't occur when I do it from the Subscriber.  Anyone seen this before I go to TAC?
