You have to do this via Partitions/CSS.

the case is that you have 2 voice gateways on 2 different countries and
one site at each country, but you want to use only one number to dial
external calls (9 for example)

Assume that at site 1 there is one CCM cluster.
1st site extensions 1xxx and vgw A
2nd site extensions 2xxx and vgw B

I will configure:
One Route list with vgw A first and B second      --->RL1
and A second route list with vgw B first and A second---->RL2

One route pattern which says: if the calling number is 1xxx then Route
list 1
and another: if the calling number is 2xxx then Route list 2

In that way, you don't have to assign one external number / site.
Because what will happen if you have more than 10 sites.
i don't thing that using 2 digits to reach outside lines is handy!!

Any ideas?
