[cisco-voip] Authorization Required!

Hi All,
I don't really know if this was related, but TAC had me run the set
password in the AdminUtility tool.  Now when the user
is at their phone and goes to their services button for personal
address book or fast dials their phone now says Authorization
Required and prompts them for their username and password.  How can I
turn this authorization required off? 
 
We are running 4.1.3sr3c.
