We were thinking of installing the CTL file and certificates on the
phones but not encrypting the voice streams due to the fact that we need
to record calls, do you think this would be useful as from what I
understand hardly anyone has bothered to do this?

Yes you do need the Cisco parts but I'm amazed there is a 21 day lead  
time on them.   The USB tokens are used to generate the CTL file so  
without them you cannot even begin to use CM authentication/encryption.
