[cisco-voip] SRST transfer user 4 digits to an 11 digit extension

I haven't played with the transfer-pattern config too much so I'm not
sure what affect that would have on this behavior.
Have you tried applying the translation-profile to a pots dial-peer
with a destination-pattern of 2...$?
How about running a 'debug voice translation' to see if it's getting
applied?

The translation rule is good because inbound 4 digit DID works when in
SRST, any advice would be appreciated.
