[cisco-voip] VM ports all busy - give callers a friendly message

Unfortunately Annunciator is currently pretty limited in functionality. 
  We can't really define disconnect codes to invoke ANN or record 
alternate messages.  I've heard it's coming, but have not heard a date 
put to that.
