[cisco-voip] VM ports all busy - give callers a friendly message

It's more an issue of complexity.  We have IPCC enterprise.  If I had to 
choose the most reliable part of our IPT setup I'd choose CallManager 
over Unity or IPCC.  Therefore when those systems are in the process of 
sucking mud I would like CallManager to be able to respond gracefully.

Another thing I'm trying to get a sense of is the usefulness of the 
Annunciator.  Seems to me that it doesn't annunciate much of anything 
except to tell the user he dialed some incorrect digits.  I'd like just 
a few more intercept messages to deliver to a caller to explain a situation.
