I have the same issue two month back. But for me it was the Virus Scan
software on the server I change the software not to scan the web file on
the "C:\CiscoWebs" and fix my issue.

Subject: [cisco-voip] ccmadmin lock-ups
I received a new laptop with SP2 and I am having IE lock-ups and having
IE close while in ccmadmin. Has anyone else experienced this and found
a solution? I have tried a couple versions of java as well with
1.5.0_06-b05 on there currently. I downgraded to this from a newer one
because other non-SP2 users are using this without issue. Any help?
