[cisco-voip] simulating h323 gateway

Its been a long time since I've setup T37
onramp/offramp however I remember at the time I tried
doing exactly this and hit a road block becuse the
onramp application would only work on the inbound POTS
dialpeer which then would pass them off the MOIP DPs.
I theory it should work but I never had any luck.
Again its been a LONG time so the details are fuzzy
but...
Anyway, If you haven't seen this yet this is about the
