[cisco-voip] 7961/7914 SRST

I've had no issues with 12.4(4)XC with 7941/7961 with twenty sites and
500 phones running SRST across 2801/2811s. It was the first image with
SRST support for the third-gen phones. Had been using 7.x device load,
upgraded to 8.2(1) for DST2007.

Learned just this past weekend that some of the IOS Code for SRST has an

issue in it causing 7961 and 7941 phones not to register.  My coworker 
dealt with this, so I don't have much info on it yet.
