I think you want to set the routing rule to send to 'Sign-in'. 'Attempt
sign-in' will look up the calling number and, if it doesn't match a
subscriber's extension (or alternate extension), that rule won't be
matched and it will move on to the next rule. So, for this to work,
you'd have to define any number that anyone would ever call in from as
an alternate extension. 'Sign in', on the other hand, sends you to the
conversation that always prompts for user id and PIN.
