[cisco-voip] Change Background Image

The negative with this is you have to cancel out to use the phone.  I
hated that, so Never implemented it across all the phones.

You can do an idle URL on those phones though. 

Grab the IP services SDK from cco.  There is a tool to convert .GIFs to
.CIF. 

You can then rename the CIF to .XML and place on a web server. 

After the idle time out, the phone will grab the image from the web
server and display it over phone.
