[cisco-voip] changing prompts in IPCC for an emergency or outage

You could put in a subflow step that checks a file for a date and time
schedule. Like some do for holidays. Your script could check it and if
within the date and time play the emergency prompt and if not goto the
next step. Then during an outage someone would just edit the text file
to insert the current date and an appropriate time window. Then once
the outage is over remove the date from the file. You could also do it
via a SQL database table instead of a file.
I haven't looked at it for a while but I think there is a sample script
for date checking in Cisco's script repository. I think it is an
example of checking to see if it is a holiday but you could edit it to
use for your purpose as well. The repository is a zip file at
