[cisco-voip] Can I point Extension Mobility to subscriber?

http://10.20.4.20/emapp/EMAppServlet?device=#DEVICENAME#
10.20.4.20 is a subscriber.
10.20.4.10 is the Publisher and does not have Call Processing enabled.
From IP Phone I get a error 9 Login Unsuccessful with the subscriber
upon trying to login as EM user. Do I have to use the Publisher with
Extension Mobility?
