[cisco-voip] Can I point Extension Mobility to subscriber?

Have you associated the user both on the profile and the user -->
extension mobility association?
I didn't do the second and got a error code 9 also.

10.20.4.20 is a subscriber.
10.20.4.10 is the Publisher and does not have Call Processing enabled.
>From IP Phone I get a error 9 Login Unsuccessful with the subscriber
upon trying to login as EM user. Do I have to use the Publisher with
Extension Mobility?
