What you are asking about is also called "paging." There are several
vendors that have software products that integrate with CallManager or you
can write your own application.

My CIO believes that she heard about a way to send a live message
simultaneously to everyone's phone. This was prompted by the tragic VTech
situation which is not too far down the road from those of us here in the
nation's capital. Please let me know if such a utility exists or if you
have any other ideas that might assist us in providing emergency
announcements to our employees in a time of severe crisis ("a gunman is
loose in the building" type of thing). We have about 800 people in our DC
office, 200 in our NY office and 50 in LA. Thank you!
