I would highly recommend that you take a look at IP Celerate's product
called IPsession.  We use this product for our emergency paging system
throughout our county.  We have 6 Callmanagers, and about 1700 phones
spread out at about a 10 mile radius from our core.  We are located in
Colorado, which one of our major cities is in right in the middle of a
100 year flood way.  The management for the county wanted a reliable
paging system, since this 100 year flood could happen any day, since the
100 years has expired.

This question has gone out a few times this week.   

Ipcelerate, Berbee, Cistera, Citrix, Litescape and many others make a
product for grouping phones and broadcasting Text and Audio messages.
You just need to compare pricing and pick the one you like.

My CIO believes that she heard about a way to send a live message
simultaneously to everyone's phone.  This was prompted by the tragic
VTech situation which is not too far down the road from those of us here
in the nation's capital.  Please let me know if such a utility exists or
if you have any other ideas that might assist us in providing emergency
announcements to our employees in a time of severe crisis ("a gunman is
loose in the building" type of thing).  We have about 800 people in our
DC office, 200 in our NY office and 50 in LA. Thank you!
