[cisco-voip] IPMA Client error - ma_locales/LocaleMasterVersion.txt

I have seen this posted in this forum from google but with no response, so before a TAC case is opened I would like to know if anyone has seen this issue with IPMA.
It is CCM 4.3(1) new install and IPMA is configured as just Shared Line so there are no proxy settings configured in the service parameters but the rest is filled in, CTI, etc... The manager and assistant are setup inside the user configuration inside the global directory. The CCM itself is integrated to AD 2003 and everything else works just fine as in using MLA. The passwords for the accounts CCMAdministrator, IPMASysUser, CCMSysUser had been changed per documentation.
The client installs to the users machine which is XP-SP2 and has Java 1.4.2 which by a file on the server it says to use 1.4.0_01. It also says to have Java Virtual Machine loaded on the client per the IPMA install guide but I do not think this is the main culprit. However Cisco better change things because Microsoft will no longer support JVM by the end of this year.
I have captured a trace from the client about getting this error and to contact the administrator.
The only locale installed on the server is United State/English_United_States.
