I think that the things both of you are looking for are not only
possible, but, in fact, the only option with broadcast messages. The
original request, to only play for users once, as far as I know, is the
only option for broadcast messaging:
"When a subscriber has finished playing a system broadcast message, the
message can either be replayed or permanently deleted."
I take that to mean that, after you listen to the message, the user
either listens to it again or deletes it. They can't save it because the
message is not actually in their mailbox. Nowhere does the documentation
say they'll keep being forced to listen to the message after the first
time. The same doc the quote you provided also says:
"System broadcast messages do not light message waiting indicators
(MWIs) on subscriber phones.."
