[cisco-voip] CallForwardAll softkey does not work!

Hi all,
i am running CCM 5.0(4). IP phones 7911 run 8.2.1S.
All phones have 3xxx numbers and they access outside lines with a 0!# 
pattern.
When, via the web admin page, i go to an DN and configure a 
CallForwardAll destination (Ext 3200) it works fine.
When i press the softkey on the phone, after i issue the 3 and 2 (to 
CFALL to 3200) i get a fast busy tone.
When i press the softkey on the phone an issue a 01234567899# 
destination, it works fine!!
All the extensions are in the "local" partition, and all DNs have 
fullaccess CSS that contain the local partition.

What could be possibly going on?
