I just replied here in order for all the people to benefit from it.

Most commonly the configuration of the command cp-tone {your country code} and the supervisory disconnect commands under the voice port solves it, but the problem always is the hardcoded values under the country cp-tone is not always match for all sites.
For example for egypt it is defined that the disconnect signal has a frequency of 450 hz and a cadance of 500 this works fine using just the command cp-tone egypt, but for some areas the frequency is 450 hz but the cadance is 250 and that is where the problem arises and the configuration does not work.
 
The solution for that is to create a voice class to define custome values for the disconnect tone that is on your area. The question that arise here is that how to know the freq. and cadance of your area, there are two ways for that the easy one is to go and ask the teleco guys about the values for the Central Office that you are connected to (and this is not always avaliable). The other way is to go to this site http://www.3amsystems.com/wireline/tone-search.htm  and download sample files for the disconnect signal and try to see which is the best match to what you hear when the PSTN party hangs (this is the disconnect signal by the way) and when you get the closeset signal to yours use the values listed on the site for this sample file in a voice class to define a custome disconnect signal. Hopefuly this will works with you.
