[cisco-voip] extra analog lines for 911 where a PRI exists - makes sense?

We do install FXO POTS lines so that users can dial a special 
dial-pattern (*8) if they want to force the call out the analog.  (Our 
PRIs block outbound caller ID, and some places that you call reject the 
call if it comes in without caller ID).

We also make the analogs a less-preferred dial-pattern for [2-9]11 
services just in case the PRIs are down for whatever reason.

What, you mean your service provider has _never_ screwed up a PRI?
