[cisco-voip] Opinion Needed - GUI for CUE VOIP Configuration on ISR

I have a friend whose team is working on a GUI for configuring VoIP for CME
on the ISR platform.
He emailed me asking to help identify some workflow related to configuring
VoIP and well its been a while nor was I ever an expert.
If any of you have a moment and want to help out your time would be greatly
appreciated.
I can identify some groupings of some of the tasks, but alot of the stuff
listed we don't use. I am guessing some items could be just be in like an
optional group if you will.
Here is the main context of the email I recieved:
One of the big taskflow issues of Voip is "what do people want to do
next"? We can figure out great starting points. But the variability in
the potential workflows for configuring Voip are endless.
So, I'm trying to push that we have one workflow that is safe for the
end user and never lands them in a "you can't configure XX yet because
YY has not been configured" situation.
I'm going to list some pieces of Voip configuration below. Can you
reorder these in a sequence or order of operations that you feel would
a) never land the user in the "I can't do this yet" situation and b)
describe how you ordered these items in your personal workflow for
configuring a network back in you Voip days.
-System Defaults (including configuring default device login
information, I'm also going to push for all other system-wide defaults
to appear here instead of their corresponding functional locations, such
as CUE Pin, etc).
-Telephony Service Settings (including Enable FXO hookflash for softkey
templates and enable hunt group logout for softkey templates... More may
be added here, otherwise I may recommend they integrate this as part of
System Defaults).
