  99.999% of time resource unavailable is a problem with media negotiation,  this comes in several forms:
  with SIP, both endpoints may not support rfc2833 which causes an MTP to be invoked, are MTP's avialable?
  if an MTP is required for any reason, then CM builin MTP only does g711.  If you need MTP for g.729 you must have hardware MTP
