[cisco-voip] Issue with installing subscriber for CCM5.1.3

They have not in the past... I was doing an upgrade from 4.1 to 5.0 a
few months ago (like February) and the DMA 5.0 was failing... they
told me to use DMA 5.1, and published an ISO of CCM 5.1 so I could use
that DMA.

Now, this was a one-time deal and probably a last resort moment, but
they did it.
