[cisco-voip] FXO goes to dial tone.

Sorry for the dumb question but for the life of me I can't remember the
answer.

I have a FXO on a 2800 vgw that when the call comes in rather then go to the
DN it just gives me Dial tone.  I think there must be a command I'm
forgetting.  the VGW is registered but doesn't transfer to the incoming DN.
