The operational vlan, admin vlan, and PC vlan settings are there for  
you to use non-Cisco switches with our IP phones.  See http://

I assume 3COM hasn’t reverse engineered CDP and the method that Cisco  
phones put themselves into a voice vlan.  That a 7900 phone using a  
3COM switch has the phone and the pc on the same vlan.
