There is also the limit-dn command to limit DNs in SRST per phone model, if needed.

I believe the answer is per-phone as the docs say number of phones (not DN), but whatever registers in SRST is on a first-come first-serve basis so if all the SRST devices are in use, devices trying to register will fail since the router has no more open slots. Then you get calls asking why a VIP's phone did not go into fallback or something when they needed to make a call when their was an outage.  You can configure SRST reference under device pools so the number of phones using SRST on each router stays within that routers limits/license and hopefully avoid calls asking why my phone did not work.

   max-ephones 10
 max-dn 20 dual-line preference 
  5

It seems as though the DNs are seperate from the 
ephones.

I believe that the licence is per phone. If you have 3 dual 
  line DN's, 
you will be using 3 ephone-dn's when it falls back into SRST, 
  so that 
must be considered in router 
  sizing...
