[cisco-voip] Show Gatekeeper Endpoints flapping

Hi,
I setup  a Cisco 3640 Router as a Callmanager  gatekeeper. On the command 'show gatekeeper endpoint'
I sometimes  see the  Publisher  as  registered  and  sometimes  I  see  the  Subscriber and sometimes  none  is  registered.  How  can  I  stop  this  flapping?
