[cisco-voip] Pre-recorded prompt options

Hello all;
I'm trying to come up with a solution for the following Cisco AVVID
scenario:
-All PSTN callers should hear a prompt that says "Your call may be
recorded for Quality of Service". The call is then immediately routed to
its destination.
Currently we are accomplishing this through a TCL script on the voice
gateway. Unfortunately, to run TCL on the voice gateway in this
capacity, you must use a peer to peer protocol such as H323 or SIP. H323
doesnt pass facility IE to IP phones registered to callmanager, and we
are finding limitations with SIP that prevent us from being able to use
it as an alternative.
Outside of using Unity CallHandlers(one for every inbound DID) or IPCC
ports (expensive for large installs), any other suggestions?
