Hi Karl - Yes, we have had several 7940's (and a few 7960's) have the
same problem - where the hookswitch fails. In most cases, the phones
had been deployed to public recreational facilities where there are
indoor pools. I've heard that chlorine can buildup on the hook-switch
mechanism. We have had others in office buildings experience the same
problem to a lesser degree.
There is a paper which I'll forward to you on how to deal with
hook-switch problems:

Subject: [cisco-voip] 7940 Sticking?
We have had an unusual amount of 7940's die in the past few
months with the physical handset on hook button no properly lifting and
answering the call. Are we the first to have this happen, or is this a
known problem?
