[cisco-voip] Calls intermittently complete

it sounds like pretty solid packet loss
could the VPN link be saturated. Most of the ICMP will get through even if
there is packet loss since I am assuming you were doing it from a windows
machine that pings once a second.
Really test it and do it from a router that will ping as fast as it can or
get ipref to do some UDP stress testing on the link
