I dare to say that also 3 of the other subscribers will not be able to
complete the call...

You can only have up to 3 CallMananger Servers working as a Backup
Group for any given device defined in CallMananger (Phone, GW, etc).
These three CallMananger Servers are defined in a CallMananger Group.

In your case this CallManager Group is assigned to the Device Pool of
the H323 GW, only the CallManager Servers in this CallMananger Group
will answer Call Setups from the H323 GW, I think they don't even
allow the GW to complete a TCP session for H225 communication (so a
debug h225 asn1 would wind up empty...). The timeout you experience is
most probably coming from the h225 tcp establish timeout...
