says EEM feature has been introduced in IOS 12.0.26S and then integrated into 12.3.4T, I guess that's why it is called "Embedded".
You don't need a separate server to run basic EEM, though a TFTP server might be necessary to load really big TCL scripts :-)

  my hope was to have the configuration there from the get go, since it likely means a WAN failure and there would be no access to the EEM (if we even bought it).

    My understanding is that you want a T1 (is it PRI?) on a SRST router to behave as "network side" when SRST is active. 
    Well, define EEM policy to monitor syslog for messages %IPPHONE-6-REGISTER_NEW  then define a policy action to execute CLI command to change T1 to "network side".           I don't see how to do this.

          I would have thought that the ccm-manager config statement would bring this sort of information down to the controller, but I don't see it. I checked the voice command reference, but still didn't see anything.
