[cisco-voip] 310 numbers

ok - another open ended question....

what's the deal with 310-XXXX numbers?

these 7 digit numbers are still dialable in mandatory 10 digit dialling areas.

are they magically routed to the appropriate area based on area code?

we're looking at doing some local calling failover over the WAN, and it complicates things such that I have to now add the area code for these to work properly.

i'm thinking i'll just drop these calls if all local trunks are busy or unavailable. 

i've only seen it apply to a pizza shop here so i'm not too concerned.
