To be honest, I have had so many problems upgrading CRA between major
versions, that I stopped trying.
What I basically do is go in, backup the scripts and prompts, get
screen shots of all applications, resource groups, skills, etc. and
then install CRS 4.0 clean... I then bring the data back into CRS
(open each script with the new CRS editor to convert them first), and
manually recreate everything else.
Depending on complexity, this usually takes about 4-6 hours for the
backup and four to six hours for the installation and restoration of
data.
It isn't pretty, but it has the benefit of working 100% of the time
and is usually faster than the 12 hour TAC case to unscrew an upgrade
(if you can get it to work).
BTW, you do lose historical data here, so I would recommend running
all the reports you want on it.
