[cisco-voip] Best practice for fax on EVM-HD

Robert,

Honestly I almost always set faxing up as pass through or G711 end to end.
Fax and modem relay can lead to some very very large problems later that are
hard to find and fix.

If everything is local most defiantly do pass through.
