[cisco-voip] Connection Monitor Duration

Connection Monitor Duration shouldn't control how fast a phone  
registers with the SRST router.  It controls how fast the phone fails  
back to CM FROM the SRST router.  The phone should still go into SRST  
as soon as it loses connection to all CMs.
