[cisco-voip] CUE Delayed Delivery?

CUE 2.3.2 w/ CCM 4.2.3
I hollowed out the "telephony-service" during the CCM integration. I
will look into that possibility. It is just odd that it operation is
smooth for a majority of users, but every once in a while....
