[cisco-voip] CCME speed dials

I'm having this issue only with the CCME phone user
pages. The TACACS-auth'd pages have no trouble
changing configurations. I would have significant
difficulty asking the client to give every phone user
TACACS access just to change their phone's speed
dials. :(
