[cisco-voip] CCME speed dials

Do you get this error everytime you're trying to change any config or 
only when changing speeddials?

I had the problem when the router was configured with 
TACACS-Authentication. The cause was that the web admin user didn't have 
sufficient rights to execute the necessary commands.
I this case, a possible solution is to use a web username and password 
that is accepted by the TACACS-Server.
