I'm sure someone will correct me if I'm wrong, but as far as I can tell, time of day routing is used to select which partition is searched for the destination, and doesn't have much to do with voicemail triggering. The first paragraph talks about a voice-messaging system, but I'm not sure if they effectively mean Unity.
You could create special CTI route points, however, that are forwarded directly to voicemail and then include those in the appropriate time schedule. For example, from 8:30 to 4:30, people dialing my extension would get my phone, however, after hours, they would be hitting the route point that was forwarded to voicemail.
If you are using Unity as your auto-attendant, it has a pretty good scheduling program that you can use to send people directly to the voicemail box I believe.

I need help routing after hours calls directly to voicemail for one of our
offices. Does anyone have a sample configuration for doing so? Office hours
are from 6:30 am - 4:30 pm. Any calls outside of the hours should go to
voicemail. I attempted to follow the administration guide and set up the
time schedule / period but configuring the css / partitions does not appear
to be working.
