[cisco-voip] DST and CMLOCAL group

Yea, the time updates on phone are wonky at times. Sometimes they take after a call, sometimes it takes a few hours, to quite a few hours, sometimes need to reset phone, etc.  Ryan R had mentioned in earlier post that the phone gets the time updated when a call is hung up, but I have seen that not work sometimes also.

in the lab the phones set to CMLOCAL did not change on a 3.33 setup.    If we turned off the dst adjustment and then changed the time, we sometimes got the update.
