Ok. Well, if you're certain there is enough DSPs (PVDMs) in the router to handle the number of channels, etc (DSP Calculator tool) , then rebooting the router should clear the issue.
I have seen this issue in later 12.3T versions , but not in 12.4 yet...

Seeing this message flooding the log
indicating a DSP issue.
"Mar 7 12:12:56.569 EST:
No dsps found either locally or globally!"

Are the ports always in the SETUP_FAIL state
or do they cycle between different states?
Anything in the router log indicating what may have triggered this?
What version IOS? What version DSP?

I found something similar on CCO but it referred to FXO ports. Is
this a possible DSP issue?
